Suggestions on the National Rural Employment Guarantee Bill, 2004

The National Rural Employment Guarantee Bill, 2004 as introduced in Lok Sabha has been referred by Hon'ble Speaker, Lok Sabha on 23 December, 2004 to Parliamentary Standing Committee on Rural Development headed by Shri Kalyan Singh, Member of Parliament, Lok Sabha for examination and report to the Parliament. 2. The Bill constitutes a pioneering endeavour to secure wage employment for the poor households in the rural areas as a guaranteed entitlement. The Bill seeks to provide for the enhancement of livelihood security of the poor households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.

3. The Committee at their sitting held on 19 January 2005 decided to invite memoranda on the Bill from the public in general and experts/professionals/organisations/associations interested in the subject in particular.

4. Interested persons may send five copies of the memoranda (in English or Hindi versions only) containing their opinion/views on the subject to Shrimati Sudesh Luthra, Deputy Secretary, Lok Sabha Secretariat, Room No. 151, Parliament House Annexe, New Delhi - 110001 in a sealed cover so as to reach her on or before 18 February 2005. the memoranda can also be faxed (Fax No. 011-23010756).

5. The memoranda which might be submitted to the Committee would form part of the records of the Committee and would be treated as strictly confidential and would not be circulated by anyone, as such an act would constitute a breach of privilege of the Committee.

6. Those who are desirous of giving oral evidence before the Committee, besides sending memoranda, are requested to intimate at the aforesaid address for the consideration of the Committee.
